I have the honour to invite reference to
Mr. Long's code telegram of 15th June, 1917, approving the sale without public auction of an extension to Hung Hom Marine Lot No. 3 to the Hong Kong and Whampoa Dock Company, Limited, and to inform you that the same company has now applied for a further area to the south-east of Lot No. 3, as described in the
Enclosure No.1. accompanying particulars.

A plan of the lot and
a letter from the applicants are forwarded for information. Since the sale of this lot by public auction might endanger the natural development of this valuable industry by opening the door to unwanted speculators with no permanent stake in the Colony it is proposed, subject to your approval, that this lot should be sold by private treaty at a premium of one dollar per square foot, which I am advised is a fair
economic price for the site.

The Harbour Engineer reports that the proposed sale will not prejudicially affect the work of the Harbour Commission which it is proposed to appoint
shortly.
